Lao’s Minister of Culture and Tourism, Suansavanh Viyaket, mentioned the hopeful target at the Party Congress on 25 September 2025 for the first time, and attributed the success to a burgeoning tourism industry. As part of this tourism goal, 21 million domestic travellers, along with 22 million international travellers, will be expected, and an astonishing revenue of 13 billion USD will be generated. This will set a new record for the country, with 43 million total tourists by the forecasted years of 2026 to 2030, or at least, that’s the goal set by the country.

This bold move is part of Laos’s strategy to position itself as one of the leading tourism destinations in Southeast Asia. To achieve this, the Ministry plans to improve infrastructure, develop new attractions, and enhance connectivity between provinces and neighbouring countries, ensuring seamless travel experiences for visitors. As part of this strategy, there will be a strong emphasis on sustainability, cultural preservation, and skill development for tourism personnel to maintain high standards of service.

Expanding Tourism Infrastructure and Attractions

Laos is focusing on expanding infrastructure in key tourism areas such as Luang Prabang, Vang Vien, and Vientiane, which are already known for their natural beauty and rich cultural heritage. Investments in tourism facilities, including hotels, airports, and tourism routes, are aimed at improving the quality of services, attracting more international travellers, and increasing domestic travel. These developments will also help Laos compete with its neighbours, such as Thailand and Vietnam, which are also growing in popularity as tourism destinations.

The expansion will include not only luxury travel options but also more accessible offerings for budget-conscious travellers, ensuring that tourists from all walks of life can enjoy Laos’s picturesque landscapes, temples, and vibrant local culture. The government plans to continue improving tourism routes that connect Laos to neighbouring countries such as China, Thailand, and Vietnam, facilitating cross-border travel and ensuring that tourists can explore the region with ease.

Strengthening the Role of Domestic Tourism

In addition to targeting international visitors, Laos is making strides in promoting domestic tourism as a cornerstone of its growth strategy. With a target of 21 million domestic travellers, the country aims to encourage local exploration of its diverse regions. Bor Pen Nyang (Laos’s “no worries” attitude) is central to this campaign, encouraging citizens to explore their own country while contributing to the local economy.

Domestic tourism has proven to be an important source of revenue, particularly during national holidays and cultural festivals, such as the Pi Mai (Lao New Year) celebrations. By creating incentives for Lao nationals to travel within the country, the government is fostering greater pride in its natural and cultural resources while also boosting the local tourism industry.

Investment in Sustainable and Inclusive Tourism

A key focus of the government’s tourism plan is to promote sustainable tourism that respects Laos’s natural environment and cultural heritage. Partnerships with local businesses and communities are being developed to ensure that tourism growth is inclusive, benefiting local populations while preserving the country’s unique identity.

The government also plans to expand its efforts in promoting Muslim-friendly tourism, as well as eco-tourism in regions with pristine landscapes like the Kuang Si Waterfalls and Nam Et-Phou Louey National Park. This type of tourism allows visitors to engage with nature in meaningful ways while contributing to the conservation of Laos’s biodiversity.

Short-Term Goals: Aiming for 4.3 Million International Visitors in 2025

In the short term, Laos is setting its sights on welcoming 4.3 million international visitors by the end of 2025. The country has already seen a 15 percent increase in visitor numbers in the first eight months of 2025, with more than 3 million international arrivals. According to the United Nations World Tourism Organization (UNWTO), Laos ranked 13th among the world’s fastest-growing tourism destinations in 2024, underscoring the country’s potential for continued growth.

Laos’s Rising Potential in Global Tourism

The country of Laos is a budding player in the tourism industry, and the government’s commitment to sustainable, equitable tourism, along with the goal of attracting 43 million visitors by 2030, is certainly ambitious. Laos will soon be a multi-dimensional travel destination with abundant opportunities for recreation, leisure and culture, especially after the expected investments in infrastructure, skill development, and the replenishment of natural and cultural sites. Laos’ tourism sector is poised to be a vital player in the country’s and the region’s economy, while providing once-in-a-lifetime experiences for tourists.
